Considering the Bill of Rights is the first 10 Amendments to the Constitution, wouldn't the preamble be the Constitution? The actual amendment itself would be the only thing that becomes constitutional law.

In a word: OUTDATED. In this modern and great democracy, there is no need for such antiquitated ideas that only stand as roadblocks in the war on terrorism.
