Exactly waht I use except instead of hamburger meat I use Jimmy Dean sage sausage.  Excellant dip.

What you should have done is melt the cheese with a little milk, then add the salsa.  Colby is a dry cheese, so it will not normally melt smoothly.  Of course, a good Monterey jack would be much better with the salsa anyway.  BTW, what kind of salsa did you use?
