Seems that some fal kits were improperly demilled. The atf is making their rounds to collect or make sure that they are properly demilled.

They aren't confiscating whole kits, just the improperly demilled receiver stub (which is trash anyway).

Depends on the agent. MAny confiscate the entire kit. Not just FAL's either. Interordnance seems to be the focus.
