So we all know that NY requires ARs to be completely featureless or to have a pinned magazine.  Any existing "assault" weapons had to be registered within a year.  However, there is also a clause that states that if a contraband rifle is found and the owner was unaware of the weapons illegality, they would be given a warning and have 30 days to register it.  As a result, the online registration tool is still available for use.

What is to stop someone from buying a stripped lower, building an AR in a non-compliant configuration, and then registering it under the pretense if it being "preban"  Granted, an investigator could look up the serial # with the manufacturer and identify it as a post-ban lower, but unless there's someone in the safe-act office actively running each serial to catch exactly that, it seems like it'd probably fly under the radar.

Just seems odd to me that they didn't close registration, I feel like a lot of people could have taken advantage of that.
