Seems that to 'commercially operate a drone' you'll have to take a test and a few things, not sure how restrictive this is yet.

Until they define and enforce what "line of sight" means the commercial use of drones is very restricted.  For example unless you live within viewing distance of an Amazon distribution center you won't be able to get a delivery.
 



The ruling really only affects people doing onsite aerial photography as they now have a legal way to do so.

I think visual line of sight is pretty clear.
