They did not follow the 6 P rule. Proper planning prevents piss poor performance. They should be held accountable. |

I attended a conference of Chiefs of Police a couple of years ago in which the Chief of San Jose stated that there was no justification for no-knock raids at all and he considered them to be gross negligence if they are even ordered.
