Is there a law saying you can't buy a handgun from a pivate individual? If so when did it come in effect?

No. Unless, of course, you're a felon. Or have a history of mental illness, or have a history of domestic abuse.

Don't forget-it varies by state.  I believe in Kalifornia you may not buy from an individual, it must go through an FFL.  Pure, evil BS if you ask me.

Even in NJ, it's legal to buy a handgun from an individual.  It still has to be registered after the sale & before you cantake posession, but it's legal.

No FFL is required for private transfer in NY. The seller is required to retain the "purchase order" provided by the buyer and both parties are required to report the transaction via a permit amendment to their county permit issuing agency who reports all transactions to the NYSP. Some counties require that you amend your permit prior to the private transfer.

The NYSP maintain a database of all handgun transactions/registrations in NY. Currently there are in excess of 1,100,000 registered handguns in NY.

The NYSP also maintain a separate database of all handguns registered to a NYS LEO.
