I was given a free craftsman variable speed scroll saw that the circuit board was burned out on. I just wired a switch to motor (black to black and white to white) but the motor just vibrates and barley turns. Could the motor be burned up or something else ?

The variable drive suggests that the motor is DC, not AC. The board needs to be replaced.

In the long run, and the easy way, buy a new saw. The better models are so much more able.
