He doesn't want low end, but I don't think he can't afford upper end either.

This. It will do anything a $2500 AR will do. I own several of each class and the Colt is just a solid, great AR15.

Pick your own furniture. A handguard that uses the standard barrel nut (Fortis Rev2 comes to mind) would be easy to install with simple tools.

I just helped a buddy do this. He was going to change out the furniture anyway, so it saved him quite a bit.

Looks like you are in a free state....

So look at the PSA web page - get a complete upper (I recommend a light weight skinny free float hand guard), and get either a complete lower or buy the lower receiver local and then get a lower parts kit.

And get a bunch of mags before the next craziness happens.

Agreed, I really like their enhanced lightweight barrel, but lower matters very little, pick the one with the rollmark you like best.

The Colt 6920 or 6940 is a good choice.
If he's budget conscience let him look at PSA's Premium kits or kit's with the CHF barrels. Buy a stripped lower with his favorite roll mark.
Lot of good guns out there, depends what he wants and how he plans to use it.

I built all my own from stripped lowers. I now have 5. If I were starting again, I'd buy a pre-built Colt.

Yeah I bought a complete kit with MOE handguards and a CTR stock for $469.99 delivered, and I added a $40 lower. Spend leftover money on a decent red dot, a BUIS, and ammo for practice.
