Looking at the FBI background check stats, Kentucky jumps out.
Population of under 4.5 million and since 2006 have been working the NICS system.
YEAR - # of checks run
2003 - 226869
2004-  234974
2005 - 232859
2006 - 791599
2007 - 1587850  What happened between 06 - 07?  Checks more than double.
2008-  1881101
2009-  2189578
2010 - 2385579
2011 - 2280832
2012 - 2589358
2013-  1578331  WTF sclackers?
2014 - 2492184
2015 - 2909574  projected to exceed 3 million

Kentucky is arming like no one else.

Yeap, we have a NICS check done on us every month if you have CCDW.  One of the reasons it doesn't have to be called in when you fill our a 4473.

If you fail the check, sheriffs deputies come take your license.

2006-2007 is probably when our CCDW laws were passed.

Kentucky figured out how to get NICS exemptions for CCDW holders and make the federal government pay for it at the same time.  Every month the state conducts a NICs check on every CCDW, which is why our numbers are so high.  That check exempts us from the NICs check when buying a firearm.  Just fill out the 4473 and walk out with the gun.  There is a thread in the Kentucky forum about actual gun purchases.  The closest number we can get to is 600,000 to 700,000 actual gun purchases for the year once you back out the CCDW checks..

It's transparent to the actual CCDW holder.  We get our permit, it's good for 5 years, and we here nothing from the state until it's time to renew.  




The ATF has some guideline on what is required for a state to have a NICs exemption but I'm not sure what they are.  Twenty three states qualify so far.  Other states such as Illinois, California, Nevada, Tennessee...have their own state run background check system.  That means they have a larger state government, to monitor the citizens of their state, and do so by spending state tax dollars.  Kentucky just throws it all back on the Feds, just like we are getting ready to do with the Obamacare KYNect system. It's a fed program so let the feds build it, manage it, and pay for it.

I built my first AR in 2006 when Nancy Fucking Pelosi became speaker of the house.  There was talk of a new AWB, remember the prior ban had just recently expired.

I have exposed dozens of other guys to black rifles and most of them own one now because of it.
