I.E. the AK design. I've seen this on multiple rifle/handgun designs. Why do they design them so the safety stops the gun from cycling?
May be a dumb question but I've been scratching my head trying to figure this out.
Any help would be appreciated.

Designing it so it "doesn't" wasn't required of the designer.

I was watching Daredevil the other day,  this Russian minion getting ready for battle charged his AK with the safety on.  Caught me funny.
