This is the closest I've seen.
SHTF means that you've found yourself in a situation that is hostile to your survival, and that you can't rely on anyone else to take care of your survival needs.
It doesn't necessarily mean a single person; we could be talking about a group of people, but the point is that there is no "outside source" of help, supply, or guidence. You have to take charge of the situation or you may not survive.
SHTF can be initiated by a natural disaster, an economic crisis, or a political/military matter. It can be a localized event, or cover a broad area. When SHTF, most people affected will be unprepared (either by a lack of supplies, knowledge, or willingness to act), and will suffer, and possibly die.
The oft-mis-applied term "survivalists" really means people who realize that SHTF situations happen all the time, and therefore make provisions to survive. This involves learning skills, stocking up on supplies, and being armed and prepared to defend yourself.
