Common.  Many supposedly educated people believe that many rules/requirements/facts and such do not apply to them.  OR, Maybe he was given bad advice by someone.  Not explained if entrance to the place was restricted by any governmental office having the authority to so do.

Have no fear. The government and the sophisticated first world medical treatment system have this under control. Those people will be closely watched for symptoms. Their temperature will be taken twice a day. The names of those who come in close contact with them will be recorded, in case they are infected.

Quarantine and biohazard protocols are not based upon "if".

Limit contact. Limit exposure. Limit spread. Decon everything. Set anything that cannot be deconned on fire.

Simple concept. It works, without any "if", "maybe", etc.

Working in a hospital you'd be surprised at how many doctors will go into a patients room that have contact precaution signs posted all over it, shake the patients hand and leave without ever washing their hands, using hand sanitizer or gloving up.

Expert Syndrome, its the same reason you see seasoned weapons handlers shoot themselves, or experienced machine operators getting appendages ripped off. You get too comfortable with something that you know a lot about and have a lot of experience with, so you start to cut corners on protocols because "I've been doing this for years and never seen that happen".
