If it's running too rich it can. Color of smoke? Blue tint, oil, black, too rich, white, coolant if liquid cooled.

absolutely. rich fuel, or sucking in oil from the crankcase vent.

Lemme guess, it's been sitting up and you had to turn the idle screw waayy up to get it to idle?
Now the idle hangs when you rev it. and it smokes and burns your eyes.
Again just a guess.  I'm no expert but I've played one on the intraweb.

Couldn't tell in the low light last night.
I'll run it again today and get back to you.

I'm thinking jeted rich.  Oil on the plug.

On edit:  The guy said the bike sat for a few years before he decided it was time to get it out of his garage.  Could the rings be stuck and cause this as well ?

Pour a little Sea Foam in the plug and the case and let sit for a few hours.  Then run it for 15 -30 minutes before changing oil ?

If it has been sitting, there is a good chance gasoline has leaked past the float valve in the carburetor and down into the cylinder, making it's way past the rings into the crankcase.

This will eventually thin out the oil, as well as raising the oil level in the crankcase.

Drain the oil, put in fresh oil to the proper level and see what happens.

Hell, just go through it and be certain. those little bikes are solid- new valve guide seals and piston/rings and it will

be GTG for your grandkids, or further! Just keep up on the can chain tension, dont let them slap apart and they will run forever.

Blue Smoke.

Sea Foam added to the fuel and crank case.  Ran the bike for 25minutes.  Still blue smoke.

Added Sea Foam to the top of the piston and let it sit for a couple hours.  Still Blue smoke.

Changed the oil.  Still blue smoke.

Next up is compare jets with another XR 100R and if not that, I'll be putting a new piston, rings, guides.

Never used the stuff but doesn't Sea Foam cause smoke?

Have you checked to see if this poor thing has an air filter in the air box?

Small bikes tend to be short on regular maintenance, previous owner might have tossed the filter, or it could have been dry rotted long before it was sat up the last time. If it has been ridden for any length of time with no filter, it would explain the excessive smoke.

Yep.  Clean, properly oiled, and a solid condition air filter.

I have also been adjusting the lifters and timing chain tensioners to get rid of a motor rattle, but that hasn't worked either.

It may very well be time to pull the jug and possibly split the case in order to get this thing running like a sewing machine.

And in retrospect...  a four stroke doesn't have oil in the fuel, so I have come to the realization that this is a jetting issue.

Blue smoke is indicative of oil being combusted.
Black smoke indicates a too rich condition.

i don't think it's a jetting problem as described.

I'd be amazed if you could jet an XR100 so rich it smokes, but still runs.
jetting just doesn't change on its own.
Is the plug black and wet?

Could be the seals and guides on the exhaust valve leaking oil into the hottest part of the engine.

Yes, the plug is as you describe.

There is also a rattle in the engine that I can't get rid of with timing chain tensioner adjustments.

See my above post which agrees with your assessment of jetting NOT being part of the problem.

I just now realized I omitted the word NOT in my above sentence...

I wanted it to read:

"I have come to the realization that this is not a jetting issue."
