It's about guilt. He's feeling guilty because his actions (and inaction) are now resulting in genocide. He's worried that he will forever be remembered as the guy who let the Kurds, ethnic Christians and dozens of other groups in Iraq get wiped out.

Obamacare is a clusterfuck. Immigration policies have resulted in the current immigration clusterfuck. He pulled out of Iraq resulting in this clusterfuck.
