I see pics of other countries' armies and almost all of them now have rails on their guns, even the Russians. Has the Picatinny rail become the world standard?

NATO now has the NATO Accessory Rail (NAR), which is very close to the Picatinny, but supposedly better. Is this the standard around the world? Other than NATO countries, which includes us, who has adopted it?  What about China? Russia?

How is this not a picatinny rail? Google images looks just like the picatinny just fatter on the bottom.
