Mechanical. After loading, you wind the drum to store energy in the spring, and then with a pull of the trigger it will index by one and drop the firing pin.

So basically it is a huge double action revolver with a spring assist to move the huge drum.

I know the guy who owns that very launcher used in Dogs of War. My father and I have dibs on it if he ever decides to sell it.
