Yup.  This actually is a real problem.  Happens several times locally.

The motivations differ.  Some boredom.  Some just like the thrill of the lights and sirens.  Some are just pyros.  Smallest amount do it for a financial reason.

It is if it's your house he lights off.

This happened in my home town.  My Dad and son saw the fire.  I remember when they built the complex.  The pain remains for a lot of people.  Joe Wambaugh wrote a book about him.  Horrifying read.
