The length measurment has to be taken with the stock open/extended if the rifle has a folding/telescoping stock.

The case in point is that an UZI carbine is around 24 inches long with the stock folded. I don't think AK underfolders make it to 26 either.  (Remember that a rifle has to be at least 26 inches long)

I have to beleive that stock extended is the official measuring method.

This is the way I read the law:
I think the key here would be modification. If a rifle is under 26" long and has been modified it is illegal. If it is under 26" because of a stock that extends/retracts or folds it doesn't matter because the full length of the rifle is still over 26".In the case of an Uzi it's an SMG and sometimes considered a pistol, but every Uzi I have seen has a stock that extends out to at least 26".You can always contact the BATF for more info......
