Neither, he is a "politician" who has incentive to not find anything, thus avoiding being the guy behind immediate hostilities. Probably won't make any difference in the long run, though...

I find it interesting that in the last round of inspections, Hans Blix was considered a U.S. patsy and anti-Iraq, and now people are complaining that he is an Iraqi patsy.
