Here in Florida the public school districts are broken up by county.  I was recently in New York state with my girlfriend, and up there it appears that each city sets up its own schools/district.  Hence NYC is a seperate school district from the rest of the county.
This got me to wondering (and to be honest arguing with the GF, lol) whether her state of NY, or mine of FL is the irregular one.

Here in Ohio almost all school districts are local.  The only county school districts I know of are in rural areas where it takes half of the county to fill a decent sized school.
