You know when a video comes out like this, and the police clear the police of any wrongdoing, based on an "investigation" conducted by the police and evidence collected by the police........


Let's just say it's not hard to see why police face growing challenges where public trust is concerned.  

If the perp is sitting there with his hands up, that's NOT the time to sic an attack dog on him.  Not if you want people to trust you, that is.  

If you want them to fear you, it'll work, but that has unintended consequences like everything else.
