My guess would be that inaccessible is an actual word and unaccessible is not.

I have decided that inaccessible means it's supposed to be accessed, but can not be
unaccessible is by intent or design

I don't think I've ever heard the word 'unaccessible' before. I doubt its legitimacy.

ETA: My spell check doesn't like 'unaccessible'.

FWIW To me anyway.

Inaccessible means that is hard to get to.

Unaccessible means that no matter what you can't get to it. It is impossible to get to.
