Sorry i dont have a summary for you. Its 288 pages long and im at work. It speaks of the PLA's involvment in funding and stratagizing for the Al'qeada and other Muslim Terrorist networks.

From my reading so far. Its does not imply the Chinese as a guilty party. But the logic and military stratagy detailed within would not exclude lending assistance to any enemies of the US.

I highly reccomend that this be read. It is very interesting as insight into the PLA's future and how they may act as opposed to the west.
