I take my dog (Jack Russell) to the dog park all the time.  She is fearless, runs with labs/ger-sheps/etc.
There was this dog with 3 legs walking around with owner.
My dog usually runs to the owners of other dogs for a meet and greet, likes people better than other dogs.
While darting to say hi to the 3-legged dog owner, the 3-legged dog steps in between the path.
My dog walks slowly to the dog, ears down, almost like it was asking for permission.
I was able to get a pic below.  Last about 15seconds,  the big dog wagged its tail, then my dog was able to pass and greet the other owner.

Yup that's exactly what it is.  Your doggie is showing submission and respect.

How much time did your dog serve?

So the dog owner also had 3 legs?

Three legged dog's body language told your dog to "Slow down.  I don't the zeal with which you are approaching me."  Your dog slowed down and demonstrated that it wasn't meaning to be perceived as threatening.  So three legged dog was satisfied that your dog wasn't a threat to it.

It was probably like, "What? Look at the cock on that dog, mad props." Then only after passing did it realize it was an actual third leg.

Yep.  "May I say hello to your human?"
