My mother used to have it on VHS.  I would have seen it in the mid 90's so I'm guessing it was made during the late 80's or early 90's.

I think the name was one word, possibly a lady's name.  It seems like it started with a Z or X, because I keep wanting to say Zelda, or Zora, Xena - it is none of those of course.

The location is arid, possibly the middle east. The time setting could have been anytime in the mid 1900s, I don't remember any specifics that would pinpoint an actual date.  The story opens with a guy going to this place, and he has a small stone in his hands. The entire movie is a flashback to his childhood.  

The plot is that this small village is either involved in some civil war, or is a town of rebels against the current regime. It centers on this certain mother with at least one young son (10-15yrs old).  The main character was an older lady, nothing to look at.

There is one scene in which guys from some government or army have everyone in a group setting and offer them loaves of bread and jelly/butter to get them to join their cause.  The people were obviously starving, and the kids were tempted by the food. I want to say the guys with the bread may have wanted the young boys for their army?  The main story was about this mother trying to keep her children from them.

At one point the mother was strapped down and had her feet beaten by the government/military dudes. The climax of the film was that the children were loaded up in trucks to be taken away, and the mother gives her son the small stone that he still carries.  The mother and other adults were taken to the edge of a cliff and shot, the mother screams "MY CHILDREN" right as they shoot her.

WTF movie is this!?
