use of dummies resembling women.  It is a freakin' tactical training center.  Hostage training, friend or foe recognition, etc... idiots!

The pictures of the woman dummy showed that it was being used as a victim or hostage.  The idea is to practice freeing the hostage without injury.  The fact that it was hit several times, says that someone needs more practice.

The first thing I thought when I heard they had school buses and mannequins was that they were practicing rescuing kids on the bus and taking out scumbags who take hostages.

Of course the first thing the media assumes is they are practicing blowing up school buses full of kids.

The latter scenario is what they hope to find, as it's a more appealing story. All they are are purveyors of fear.
