I think it is a Son Of Sam type character who if he is caught will be caught by mistake just like Berkowitz.

The person (or persons) involved is definitely a terrorist.
Whether or not there is a political / religious affiliation could only be guessed. |

Always the possibility this is being done for money, like "Scorpio" in the original Dirty Harry movie. The fact that the sniper seems to want to communicate (with demands?) with the police could support this theory.
