I picked the 3rd choice but must clarify.
If,(as I now believe), this is a foreign terror operation, they will stop now, because of the resources now deployed against them. They will analyze this operation, and re-surface else where, or activate another cell. If it's psycho(s), they will rise to the new challenge, and strike again...
