I was talking to this cop and he kept referring to himself as non-civilian. WTF?

If you are not subject to the UCMJ you are a civilian.

civilian
n.
A person following the pursuits of civil life, especially one who is not an active member of the military.

adj.
Of or relating to civilians or civil life; non-military: civilian clothes; a civilian career

Definitely civilian.  Police get their power of arrest from civilians.  A civilian can make a felony arrest.  The only additional power a sworn officer has is CI and misdemeanor arrest powers.

Civilian, although a lot of leo's think otherwise.

LEO's are civilians.

LEO's are militia.

Civilians are not court-martialed.

Civilians are not paid Federal scale.

However, there is a bit of a grey area when it comes to the "Clinton Cops", those LEOs who were hired with Federal funds a few years back.

If you take military orders from a Federal source, you are not a civilian.

You are either a citizen of Rome, or you are an officer of Rome. This shouldn't surprise you.

Technically, I believe from a legal perspective, they are civilians as they enjoy full constitutional protections. Thus, they have to be tried in civilian court in accordance to their rights.

"Who guards the guardians themselves?"-Juvenal

Simple, the CITIZENS. Every free Roman was always armed in some way, if just a knife. Not just for the barbarians at the gate, but also for the tyrants who could manifest within....

BTW, LEOs are CIVILIANS. Some of them just don't think they are.....

Just remember, guys...

All civilians are created equal.

Some are just more equal than others.

When I was in the service, the 1SG used to refer to the downtown LEOs as 'The Civilian Authorities!'

Yeah, I'm beating a dead horse, but one of my pet peeves is when LEOs refer to 'citizens' as 'civilians'.

Don't be fooled. The LEOs are CIVILIANS!!!

You are either military or you are a civilian.

Receiving military training and subsidized military equipment still does not make LEOs military, it just makes them an extension of the standing army.

Hell yes they're civilians!

If they think they're something more maybe they'd be better off sellin popcorn down at the local movie theatre.

As most law enforcement officers continue to serve in the military- JUST ASK ANYONE WHO WAS IN THE USMC, THERE NO SUCH THING AS AN EX-MARINE- they are not considered civilians.

Almost all restrictive gun laws do not apply  those who stand between the darkness and the light.

What's important is that he is segregating himself from the civilian population. He feels he is not one of "Us", as in Us (civilians) vs. Them (the "good guys")

ci·vil·ian   Pronunciation Key  (s-vlyn)
n.
1. A person following the pursuits of civil life, especially one who is not an active member of the military or police.
2. A specialist in Roman or civil law.

Webster has a more detailed definition that also includes LEO's and firefighters as non-civilians, but I don't know which box it's packed in.

This horse has been beaten, kicked, and stomped to death already.

Dictionary Definition:

Civilian:  Any person not an active member of the armed forces or of an official force having police power.

By that definition, the police are not civilians.

In my opinion LEO is a separate category.
So you have military.  Then you got Federal, State, and Local LEO.  Finally, there's a civilian.

Their job is to write tickets, direct traffic, eat donuts, chase speeding cars, go after and apprehend criminals, snipers etc.. and anyone else that breaks the law and considered to be the enemy.

Oh my gosh.... they are not civilians....they're all "Enemy Combatants! The gov has sneaked another one over us while we weren't paying attention.

Perfect example of a little information being dangerous.  Police are civilians because they are not part of the military in addition to what has been stated above.  Your  definition applies to foreign countries where the police and military may perform the same function.

A leo's job is to write enough traffic tickets to make his quota, fill out reports and arrive at the scene of a crime in time to arrest the survivors/winners. Around my city they also shoot an occasional pit bull 17 times(that's all his 9mm would hold) He is a civilian and I like to keep my eyes on them any time I'm in their range.
