Here's the problem: If you are concerned that a 4473 will be used as some kind of "probable cause" to get a warrant to search your house - in the hypothetical case of house-to-house confiscation of "assault rifles" - then your house WILL be searched if you filled out a 4473 at some point. If they are at your door with the warrant, they're not going to care (or be interested in checking) your story that some other guy might own it now, even if there's a 4473 to show that transaction too. They will still search your house, and then find your "off-paper" receiver. ... unless you've hidden it REALLY well, and if you are able to do that with a non-4473 gun, then you can just hide your 4473 gun really well, and tell them you sold it to a guy called Bob at the flea market, who seemed like a really law-abiding fellow. |

an 80% is on my list of "to do's" but if you want to unload some lowers cheap so you can be "off the books" i'd be happy offer you very little for them.

Why not just buy a regular lower F2F from someone who doesn't care to keep a bill of sale. I don't see how that would be any different.

All records live with the FFL. except when an ffl closes and they are turned into the ATF, and then there was the time they actually got caught abusing the system and ordered to cease. do you not think for a second those forms would also be confiscated and used if needed? why ask the FFL to maintain them once the BG check is completed? they don't need to know what you have, only that you bought something. |

Nice dag and I'm not sure I see the point unless the buyer has a milling machine and knows how to use it. Would have to make/buy Jigs to hold the work as well. Unless you know your way around machining equipment or know somebody that does what good is an 80% lower?

The 4473s are kept, if I remember correctly, for 10 years at the dealer's location. Not sure what the actual time limit is, but it's 7 or 10 years or something like that. Most dealers keep them indefinitely b/c the ATF can decide to be dicks, even if the legal time has passed. So yeah, good luck with the 48 hours thing on the 4473s. |

There are jigs out there for this such as ares armor and cncguns and i'm sure others, but its tough to find them right now with the popularity of the 80% lower. If I were to buy an 80% lower, i'd obviously do the machining. Many people have had success even doing the machining with drill presses. |

I've been waiting for my 80% lower to ship from Ares Armour since November.
I paid up front too. Ares came right out and said that every item they stocked was sold out with an indefinite restock time. But only about a month after I placed my order. I didn't buy mine to have some super secret squirrel lower, I just thought it would be a fun project. Maybe someday I'll find out. |

You can finish an 80% lower with a hand-held dremel, as long as you are careful and take your time. |
