It didn't have a live warhead or propellant, but it is still strange.  Why did civilian agencies have this missile? it's not like something they deal with regularly. No theories to offer, it's just strange,

Customs said the missile was marked live because it ``must appear to be live in order to gain the confidence of suspected arms traffickers during undercover investigations.'' But the agency added it believes its storage in a ``reinforced strong room'' was legal.

4th paragraph up from the bottom. Who cares about inert ordinance anyway? It can be found at ANY army/navy store across the United States. Just because something looks mean and explosive doesn't mean it is. I think these guys are blowing this out of proportion.

The article made it clear why they had the missile; it was an inert training missile with "live" markings that they had for a "sting" operation that was in the works.

Nothing unusual about that.
