Looking for a quote

I read it long ago while stationed on one of the FDNF Cruisers.

I believe it was in an "American Legion"(?) magazine, I thought attributed to Will Rogers.

To paraphrase:

"The quickest way to gauge when the next war will begin, is to see how quickly the Defense(War?) Department is cut".

Supposedly it was around the late 30's/40's. I could have sworn the same magazine had an article about the Panama Canal being sold to a

Chinese firm.
