Mayor's plan to monitor possible racial profiling
SEATTLE - Seattle Mayor Greg Nickels says police will complete more paperwork that can be used to prove or disprove racial profiling.
Nickels announced his plan today to study whether police use race as a factor in making traffic stops.
He says everyone stopped by an officer will get a document - if not a ticket, a warning. That will include information about the officer, the person stopped and the reason.
“For stops that are made now that don’t result in a ticket, will result in a written warning,” he said. “So an individual citizen, now or later - two hours or a day later - who think they were stopped unjustly, will be able to take that and say: ‘I don’t think that stop was warranted, I want to know what’s up.’ So there’ll be accountability in the system.” ....

It would stand to reason that A) If the offense was bad enough to warrant an officer making a traffic stop, and B) The officer now MUST generate some kind of document (warning or citation) then why not just write a citation for everything and line the city coffers in the process.
Maybe I'm way off and reading too much into it but who wants to bet $$$ that we're going to see an increase in citations?
