Yeah some of the pictures were pretty cool it would be nice if the writting in english. I am guessing its either Hebrew or Russian. Looks Russian.

RE snow--- yes,there is snowfall in the extreme north of the country. In fact there's at least one ski resort up there, maybe more by now. Re the Russian language website of IDF pics; Israel has, since the fall of the Soviet Union, taken in scads of Russian immigrants. It may be that this web site was set up for them, or their relatives back in Russia. Just a guess.
