Because we have no other viable options to fall back on. We elected to go from a modest stealthy fleet of aircraft (the F-117) in favor of a total stealth fleet of 5th generation fighters in the Air Force (the F-22 and the F-35). To do so was an obvious game changer. Once we went beyond a token stealth force, the rest of the world had to respond. So Russia and China developed their own stealth fighters. They likely aren't close to being on par with the F-22 or F-35. But their low RCS and powerful radars will likely mean they are still significantly superior to anything we operate that isn't an F-22 or F-35. Of course we screwed the pooch by only buying 187 Raptors, then stopping production. So now the only game left in town is the F-35. We've put all of our eggs in that basket and have no choice but to continue the program. If we scrapped the F-35, we take the very serious risk of losing air superiority if and when the PAK-FA and J-20 take to the skies in significant numbers. No matter how much you try to warm up an F-15 or F-18, they'll still be inferior to aircraft a generation ahead of them with significantly better low observables technology. And it would take a decade or longer to even start to field an alternative to the F-35 at this point. Look at how long the F-22 and F-35 development process has played out.
