People used to be concerned with the length of folders when they were trying to fly.  The airlines were especially scared by serrated blades and had no fixed limits.  All this is moot now.  I don't think a concealed folder of any size is illegal except on school grounds, courts or in a federal facility or airport.  A dirk or switchblade (over 2 ") is.  I had a guy that used to shop at night in my store in Newport Beach CA and he carried a 8" Buck in a sheath.
