Probably a dumb question,

but is Body armor like PointBlank, Safariland, etc. legal for plain old (non-felon) civilian ownership?  If so, how come the manufacturers don't seem to promote that?  I cruised thier web sites & it seems to specifically state that it is for law enforcement or corrections only.

There have been attemtps to ban civilian sales of body armor in several states, but so far they have all failed.

Its even legal in DC (but guns arent).
