My brother in law will be leaving for the police academy in Jan, can we get him anything to help him threw it or make life a little be better for him when he is down there?

You should go to the home town form of where the Police Academy is located you might have better info there.

Since it is Jan good Sock and thermo underwear would work.  Depending on requirements the type of shoe and sneakers they wear might be limited to certain type & syle as well as color.
