How would it be classified under current laws? Would it be considered an "Any other weapon"? Would they even be covered by current firearms laws... or would they be "unregulated" at least until some party poopers in congress drafts something up real quick to outlaw/regulate such weapons?
This is assuming this is either a handheld particle canon or plasma rifle or something to that effect.

true, but they wouldn't have anywhere else to put it and you know they wouldn't want the public to have it.  Actually, if it truly worked, the company would "go out of business" and a couple years later the .mil would have a new toy on the military channel

TASERs fire projectiles but they are propelled by compressed gas.  Another system that's less well-known called Stinger also fires projectiles but they are propelled by a centerfire rifle primer and are classified as firearms.

Dont put it past the ATF to create a new classification system to lump your energy weapon into Class 3

Well, it's neither a firearm nor an explosive so . . . I'd say you'd want to start your research with the Food and Drug Administration regulations since they regulate lasers an the like.

I always wondered this my self. Powerful lasers are already pretty heavy regulated but what if one could put a powerful laser in a small handheld "weapon" aka an arm?

The overseers will make it illegal for the peasants first and then maybe go back later and construct some shoddy argument that what they did was remotely within the bounds of the Constitution.

You may want it to be labeled as a firearm, as they are protected from the various .gov arms that regulate 'dangerous products' (Lawn Darts, etc...).  This doesn't protect them from defect liability.
