JDAM?

Using my Google-fu skills based on the text on the bomb casing it comes up with info about a Mk 86 low drag practice bomb, apparently filled with wet sand.

Most of that was written on it, though.

OP - what is it you want to know.  You seem to have ID'd it already.

Yeah scratch the JDAM unless the guy in the pic is 12 feet tall.

One of the MK80 series is probally a closer match.

What era was it used? What kind of planes was it dropped from?

A 250lb bomb is a 250 lb bomb, as far as dimensions go.  Fuzes change, tails change, some naval variant have an insulated layer, but a bomb is a bomb.  JDAMs will have the GPS guidance system on them.

Found a .pdf file that seems to be a document from 1959 and it mentions usage from an A3D Skywarrior.

Google search mk 86 low drag practice bomb and it's the third pdf quick view link.

MK86 Practice Bomb

You're not gonna find out exactly what type of plane it was dropped from. But it was a Viet Nam-era bomb, that was carried on some of these birds: F4 Phantom, A1H (or J) Skyraider, TF-9 Cougar, A7 Corsair or A4 Skyhawk.
The rest of the info is painted on the outside.

The cool thing about JDAM kits is that it's just what it says; it's a kit that's affixed to a normal bomb.

9 years as an AO in the USN here. Still active duty. Wanted to say MK81 but that's obviously not it reading the stenciling on the side. Never messed with anything so piddly. Looks to be in pretty good condition as most of the practice stuff I work with is already rusted out and that's coming from a magazine. In other words, doubt your brother found it like that. Somebody reworked it, he's in some Ordies garage or whatever. CSB

Probably a retirement gift for an ordie CWO or an ordie O.

Plenty of dumb bombs that wouldn't be considered normal. To be more correct for the layman would be to say it's a kit that attaches to a bomb body.

Not the dreaded wet sand bomb.

The ones I've seen were completely inert. As far as practice bombs go, they were kind of rare.

I'm kinda leaning this way too, it's big for a 250-pound bomb.  Also, it's not painted blue (for training), has the wrong lugs and if it was a sand-water fill, it had a plug on it so you could fill it.

Something's not matching up here.

Seriously? Inert prac bombs were not always blue. Also, any jackass with a rattle can could paint the thing whatever color he wanted. Lugs? Looks like 14 inch suspension to me, pretty standard (oh wait apart from 30 IT IS THE STANDARD). Here's another clue, it's old. MS3314 lugs were not always the norm. I'm sure if we got far enough back into previous versions of the -5 we could find the inspection criteria for such a bomb and any applicable AWBs or AWCs. But hey, you've got a picture of Sam Elliot as an avatar so leave some more smartass comments.

ETA

It's not big for a 250 lb bomb. Ever seen a MK82 up close? 83? 84? BLU-111, 110, 109? GBU-16, 12? GBU-38, 32, 31? 54? 38v4? Ever hoisted one? Built one? Loaded one? Wonder what that thing is right in the middle of the bomb, between the lugs. Doesn't look big enough for a MK122. Hmmm.

Old.

They don't use those anymore in the USAF.

I've seen BDU-50s & BDU-56s (as far as full-sized practice bombs go), but never anything smaller than 500 lbs. Other than BDU-33s.
ETA: MK-81?

14-inch lugs are for <750 lb weapons. MK-82s, WCMDs & such.

30-inch lugs are for heavyweight weapons. MK-84s & such.

Most USAF racks have both 14" and 30" hooks.

Preaching to the choir. Apart from our PASE weapons (65 and 88 with the lau-117 and 118 respectively) , AtoA and AtoG launchers and a few other racks (bru-15 comes to mind) 14 is the norm for most of what we fly bomb wise. MK83 is 14 inch by the way. 1000 lbs. More if it's a GBU-32. Never seen an 83 body or equivalent with 30 inch suspension. USN and USAF may differ, who knows. I worry about my own job.
