I'm kinda leaning this way too, it's big for a 250-pound bomb. Also, it's not painted blue (for training), has the wrong lugs and if it was a sand-water fill, it had a plug on it so you could fill it.

Seriously? Inert prac bombs were not always blue. Also, any jackass with a rattle can could paint the thing whatever color he wanted. Lugs? Looks like 14 inch suspension to me, pretty standard (oh wait apart from 30 IT IS THE STANDARD). Here's another clue, it's old. MS3314 lugs were not always the norm. I'm sure if we got far enough back into previous versions of the -5 we could find the inspection criteria for such a bomb and any applicable AWBs or AWCs. But hey, you've got a picture of Sam Elliot as an avatar so leave some more smartass comments.

It's not big for a 250 lb bomb. Ever seen a MK82 up close? 83? 84? BLU-111, 110, 109? GBU-16, 12? GBU-38, 32, 31? 54? 38v4? Ever hoisted one? Built one? Loaded one? Wonder what that thing is right in the middle of the bomb, between the lugs. Doesn't look big enough for a MK122. Hmmm.
