Well...What I want to know is what occurred before the camera was turned on. I have a feeling that there was probably some behavior that precipitated the cops showing up rather than them simply appearing out of thin air.

The officer could have been more clear, however. Swearing isn't against the law, and you can not be arrested for "swearing"...
You can however be arrested for "disorderly conduct", which may include being loud, obnoxious, and screaming profanities in a public park.

Exactly what happens when rookies fail to take control of the situation. Once they put their hands on him, it was time to cuff & stuff, yet they seemed hesitant. I'm not so sure the cameraman didn't need to take a ride as well. The entire situation was a recipe for brewing a flash mob where things could have really gotten ugly.

I heard they were going to write him a ticket for disorderly conduct, then it got out of hand. The camera guy was insisting he was drunk so drunk in public would have been another charge.
