As long as Congress has to vote on their "recommendations" there is probably a precedent for it.  But I figuree it will become a fucking chamber where the socialists will brow beat the moderates into giving the farm away the way they did when McConnel put out his "plan of last resort"  - which was really the plan of first resort, only they had to let everyone fight for awhile before they agreed to what they wanted anyway.  
Hopefully it will quickly become a burden and a source of gridlock so the Congress will throw its out and do its damn job.  Maybe the next election will provide enough conservative votes to scrap it.  (not holding my breath on that one.)

Prediction:  This committee's role will be extended beyond the fiscal matters once the left see's how "efficient" it is, if indeed it gets them by the filibuster rules, etc.  Imagine this committee a short while ago when the R's did not control anything.  Congress reduced to a Gang of 6.  Not a good scene.

Nothing becomes law unless the rest of congress votes it so and the Prez signs it.  But the use of it just smacks of elitest control over both houses of Congress - consolidation of power in fewer and fewer hands.

How do most of the actions committed by the Obama regime fit into the Constitution?

If not for extraconstitutional actions and Executive Orders, the regime would have no way to enact its agenda.

I think they planned on the grid-lock as a distraction.

Why, again, are we allowing 'these people' to decide the fate of our nation?

We would be better off dissolving Congress, impeaching the President and starting over.

The ensuing chaos would give us a chance to sort the wheat from the chaff and we could finally move forward.

This is simple cowardice by both parties.

They need a way of compromise so we actually get something done, but compromise is not acceptable by either sides base.

Enter the super committee. A few hand picked congress critters who are not in an election cycle or are protected from opponents in their districts.

Now in theory both sides can sell out the base and not be blamed wholly, it was the super committee who decided these things.
