There is no BATF-approved method to legally convert a telescoping stock to a fixed stock.

OK, but is there a practical way to do it? How are these "fixed" stocked teles made?

They are molded that way from the factory. They look like they have the lever, but it is all solid one piece.

Buy the fixed stock from BM. Looks great, sturdy and has a good trigger pull length.
