Also, the black cop had a PX4, and the only part of that scene that bugged me is the bullets were hitting by the black cop when the dude with the USP shot, but he was aiming at the ground almost |

Answer to the question is no. Final shoot out in Way of the Gun is better than the Heat shoot out.
Except for the part where James Caan hid behind wood storm shutters (only fail in the shoot out.) |

I don't think I would even mention Heat in the same paragraph as that. It wasn't bad for what it was, but nowhere near Heat in caliber and execution.
