The FBI National Infrastructure Protection Center issued a warning last
evening related to unconfirmed threats to U.S. oil facilities.  The
warning cited unconfirmed U.S. Government information that as early as
mid-April 2002, terrorist groups were allegedly targeting U.S. Petroleum
terminals, pipelines, refineries, and ships.  The warning further stated
"U.S. law enforcement and intelligence agencies received indications that
Islamic extremists are actively seeking detailed information on U.S. oil
company operations and assessing the possible impact of oil disruptions on
the U.S. economy."

This warning comes amid a series of recent warnings from the FBI and the
Bush Administration regarding the possibility of future terrorist attacks
against US interests.

Sunday, May 19, on MEET THE PRESS, the Vice President of the United States
said, "It's not a matter of 'IF,' but 'WHEN' will be the next terrorists
strike."  On Monday, May 20, the FBI Director publicly stated, "There will
be another terrorist attack . . ."

The FBI warning further reiterates the critical importance of remaining
vigilant at our facilities.  This is the first available information
suggesting that extremist groups are actively seeking detailed information
on the U.S. petroleum sector.  Absent more specific information, we remain
at the "Medium" Alert Level.

But where is the target and how will an attack occur?  Those are the same
questions people in foreign countries have asked themselves for years.
Terrorism didn't just begin on Sept 11, 2001.  The world has been plagued
by terrorism for years.  In many nations, people live daily with the "fear
of the unknown," never knowing where tragedy will occur next.  But they
continue their daily lives, adjusting as necessary.

Now terrorism has come to our shores and become America's worry and
concern.  We must learn, as others have had to do for years, how to
continue our daily lives and make adjustments as necessary.  The Vice
President and the FBI Director stated a cold fact:  There will be another
attack.  They simply do not know where or when.
