One of Clinton's former aids said that they had intelligence from the CIA about OBL's plans to travel from Sudan to Afghanistan.  OBL had to move his base of operations after 1993 because the Sudanese government was being pressured by the US to evict him.

The Sudanese offered to let us come in and get OBL, but we weren't interested in doing that.

So the CIA was watching him, and knew when he was flying out by private jet.  They informed the White House, but Clinton staffers didn't bother telling the President.

Why?  Because it was inconceivable Clinton would actually order a Yamamoto-style assassination.

In 1998, the military said they knew of OBL's approximate whereabouts in Afghanistan, but Clinton again didn't give orders.  Not because it was "logistically impossible" to send in a Special Forces raid, but because he was afraid of US casualities, or that the intel was stale and the raid would fail.  Both of those outcomes would hurt his popularity, and that was bad.
