Before I got an air compressor, I had pretty good luck with Rust-oleom Industrial spray paint. The stuff wears like steel.

tractor supply stores sell "bps" (best paint sold) brand implement paint. i use it. it is, indeed, the best paint i have used.

Powder coating would probably work really well, if you have a shop that does it nearby.  

If you go with an industrial paint with a seperate hardener, check to see if it contains isocyanates.  It probably will, and you need either a full-face or hood-type supplied air respirator for protection.  Cartridge respirators won't cut it with this stuff.
