We usually create our own problems by giving guns and aid to people who turn around and hose us...

The obvious answer is to not sell/give weapons to anyone. That way we don't arm anyone who will eventually turn on us. I remember thinking (back in the early 80's) that we should give more support to the Afghan rebels so they can more easily terrorize the Soviets. Geeeez.
