Perp allegedly knocked the officer to the ground causing officer to reply with force (not on video).
Perp also clearly resists arrest even when more than one officer is present. |

Eh, this is where a nice sticky pepper spray really comes into its own.
Don't just hammer on the guy. Light him up with mace face, wait a couple minutes for oxygen starvation to set in and then cuff him up. That plus the Philly PoPo could obviously use some remedial training in joint locks and pressure points. |

these communities hate police officers and those police are grossly outnumbered. they are especially violent towards black police officers who are violating some unwritten code of honor among all blacks by arresting filthy scumbags who happen to be of the same race. notice how the video didn't start until after they were trying to subdue this guy? when criminals shoot cops in broad daylight, families harbor their fugitive relatives, murderers sit on house arrest playing xbox, and communities turn against the police, and when the mayor and his cronies turn a blind eye to the real crime and instead focus efforts on preventing graffiti in center city and displacing the "bad" elements out of the new hot area for yuppie suburbanites, this is what happens. i have several good friends and family who are law enforcement in philadelphia, so i have no pity at all for some fucking scumbag who prior to this guy clicking record was most likely threatening the police while the entire neighborhood encircled their patrol cars. what's worse is the guy savvy enough to operate a video camera and put it on the internet most likely did so while eating food bought on food stamps and in the comfort of his tax payer funded housing. the entire city of philadelphia is fucking up the state of pennsylvania for everyone and these people need to be dealt with. is beating someone with a baton and pulling your gun excessive? maybe when all you're seeing is a camera phone video of half the incident. i can almost guarantee that this fuck up is probably out on good behavior and has a criminal record five times the length of my resume. i can also almost guarantee that the community was threatening these police officers. when there are forty people surrounding you, half of which with their hoods up and hats low over their faces, reaching under their shirts for guns they may or may not have, the baton and pulling the gun is justified. |

I live and work in philly. It's a horrible place. The mayor is a joke and the cops are either too old to do much good, or too crooked.

Police departments (at least in CA) have gotten away from the "escalation of force" (think of a ladder or steps) doctrine and now teach the "Use of Force Continuum" (think a circle of options) which allows officers to use the amount of force necessary at that moment to conduct a lawful arrest. OC might have been a better choice. I'm willing to bet that if the officer would have used a 100% strike instead of the multiple weaker strikes it would have been over a lot quicker and wouldn't have looked like a beat down.
